《世界经济年鉴》创刊于1979年,迄今为止已出版31卷。本卷是2014年改按学科体例以来的第3卷。
编撰世界经济学科年鉴的主旨:全面展示该学科的研究成果,增进学科内外的交融,促进世界经济机构和学人的发展,充分满足本学科一线学者和政策决策者等主流读者的需求,尤其要“发挥为党和国家决策服务的思想库作用”(参见“习近平致中国社会科学院建院40周年的贺信”,2017年5月17日)。
作为哲学社会科学的一部分,世界经济学必须坚持马克思主义的指导地位,必须体现继承性、民族性、原创性、时代性、系统性和专业性,解决学科体系、学术体系、话语体系建设水平总体不高、学术评价体系不够科学等问题(参见习近平《在哲学社会科学工作座谈会上的讲话》,2016年5月17日)。
基于上述定位,本年鉴2016卷主要创新有二。
其一,新设“国际政治经济学”篇。至此,世界经济学属下的子学科达到九个,进一步提升了本学科的系统性。这九个子学科名称如下:全球宏观经济学,国际贸易学,国际金融学,国际投资学,世界经济统计学,国际发展经济学,国际政治经济学,马克思主义国际政治经济学,全球经济治理学。
其二,进一步完善栏目“学科综述”、“最佳论文”、“最佳学人”和“世界经济学研究机构”。
“学科综述”的文献覆盖范围继续扩大。2016卷新增12份刊物,含中文期刊2份、英文期刊8份以及工作论文系列2份(国际货币基金组织工作论文和国际清算银行工作论文)。合计覆盖刊物63份,含中文刊物30份和英文刊物33份。此外,部分子学科基于自身特点,还囊括了上述刊物之外的其他文献。
“最佳论文”的完善有三方面。第一,评选卷分类:按子学科分类,每个子学科包括中文卷和英文卷各1份,合计18份。2015卷仅设中文评选卷和英文评选卷,合计2份。第二,评选专家分类:按学术专长分为九个子学科,每个子学科拥有专家少则120余人,多则300余人。这些专家既包括中国世界经济学会的320名理事,还包括尚未加入该学会的其他国内知名专家。各子学科的专家仅评选各自学科的论文。2015卷的投票专家仅包括中国世界经济学会的320名理事。第三,综合评价,以客观评价为主。候选论文的综合得分来自专家投票、其他论文的引用和发表刊物的影响因子,其中其他论文引用的次数拥有权数达70%。候选论文不含工作论文,其他评选细节参见相关说明。
“最佳学人”栏目。2016卷包括世界经济学及其九个子学科的“最佳学人榜”。各学人的评分基于自己在本年鉴指定刊物发表的论文,以刊文署名顺序为权数,结合刊物影响因子计算而得。2015卷仅推出“论文发表最多的作者”榜(分为中文和英文两个子榜)和“发表世界经济学英文论文的中国学者”榜,其中前两份榜单按发表论文的多少来排序。详细情况参见相关说明。
“世界经济学研究机构”的国外部分,2016卷奉献了相关机构2011-2015年的排位数据,便于读者观察其动态。
对于以“地区”为纲的世界经济年度全貌,读者若有兴趣,可参考年度系列图书《世界经济形势分析与预测》(即“世界经济黄皮书”,张宇燕主编,社会科学文献出版社)。
我们已行走在编纂“学科年鉴”的大路上,尽管已取得一些进展,但仍待继续努力,以充分满足世界经济学主流读者的需求。囿于有限的能力和时间,本年鉴的结构、内容、版式和文风等方面可能存在不足之处,敬请读者批评指正。
The Yearbook of World Economy started publication in 1979,and has published 31volumes by now.This is the third volume since it began its discipline style in 2014.
The yearbook aims to present comprehensively research results of this discipline,promote integration within this discipline as well as between it and other disciplines,toprovide opportunities to speed up the development of relevant institutes and scholars,tomeet the needs of mainstream readers such as the frontier scholars and policymakers in thisfield,particularly to "behave as the think tank serving for CPCC and China"(See Chinaese President Xi Jinping's Congratulation on CASS'40th Anniversary on May 17,2017).
As part of social sciences,World Economics must adhere to the guiding position ofthe Marxism and reflect inheritance,nationality,originality,contemporaneity,systematicness and professionalism in order to solve the problems that the level of disciplinesystem,academic system and discourse system is not high,academic evaluation is notenough scientific and so on.(See Xi Jinping's Speech at A Symposium on China's Philosophy and Social Sciences,May 17,2016).
Based on above guidance,this volume tries to innovate at following two aspects.
First,Section on International Political Economics is set up.Thus,nine sectionsby sub-disciplines are included in this yearbook,i.e.Section of Global Macroeconomics,International Trade,International Finance,International Investment,World EconomicStatistics,International Development Economics,International Political Economics(IPE),Marxism IPE and Global Economic Governance.
Second,columns Survey on Sub-Discipline,Best Papers,Best Scholars and Institutes for World Economics are advanced.
Column Survey on Sub-Discipline covers more journals or working paper series.Volume 2016 covers additionally 12 journals or working paper series,of which are 2 Chinese journals and 8 English journals.So,totally 63 journals or working paper series areincluded in this volume.
Column Best Papers is advanced as follows.18 Chinese/English ballots were madeby nine sub-disciplines in Volume 2016 while 2 Chinese/English ballots were only madein Volume 2015.The voters are about 2000 experts on world economics for this column inVolume 2016,of which 320 experts are members of China Society of World Economics(CSWE).They are grouped by nine sub-disciplines,with more than 120 experts inthe smallest group and 300 experts in the largest group.Each group votes only one ballotfor specific sub-discipline.However,there are only 2 Chinese/English ballots and onegroup of voters who are all from CSWE.Each paper's score is based on experts' votes,its citation by other papers and impact factor of the journal which published this paper.The weight of votes is 0.3 while that of the citation is 0.7 when calculating each paper'sscore.More details on this column can be found in corresponding content.
Column Best Scholars in Volume 2016 lists the top 50 scholars for nine sub-disciplines respectively and for world economics as a whole.Each scholar's score is based onthe number of his/her journal papers,the ordering of his/her name among the authors ofeach paper and impact factor of the journal publishing his/her paper.While,in Volume2015,there were only the List on Top Scholars in World Economics(by Chinese andEnglish papers),List on Chinese Scholars Publishing English Papers,both are basedon the number of journal papers.More details can be found in Volume 2016.
Column Institutes for World Economics lists the orderings of each think tanks in the period 2011-2015 in Volume 2016 while the ordering only for 2014 listed in Volume 2015.
On the way compiling one discipline-style yearbook for World Economics,we havemade some progresses.However,more efforts are still necessary to be made to fully meetthe needs of its mainstream readers.Your comments and suggestions are welcome on itsstructure,content,format and style.
